Will a cpu's performance degrade while undervolting?

I have an AGOIA Y 1600XP+ from newegg but right now my temps are too high so I'm scared of overclocking. At default voltage on an epox 8k3ae with Golden Gate 40 from SVC i'm getting about 67C load temps =(. So, I was thinking about just undervolting the chip until I get a better HSF solution. Will undervolting cause any damage to the chip like maybe make it a worse overclocker in the future? Thanks

As long as its stable, it will be fine. In principal at least, undervolting is not any different from overclocking.
