Will a Corsair 520w be enough for a 4870x2?

As Amber said, I think that might be cutting it close. A fully loaded 4870x2 system would probably take 450-500w, depending on CPU and fans/Hdds, etc. Also, OCing might make the system very unstable if you're cutting it that close.

I don't overclock. I already have the power supply, so I could always try it.
 
Judging by the reviews, it seems even a pretty beefy system with this card will stay below 450W at the wall. At 85% efficiency, that's a ~380W load on the PSU. Considering that the HX520 can output 480W on the 12V rail, I'd say that leaves a pretty comfortable margin. Atleast for a high quality PSU such as this one.

From the reviews, are they giving the power draw at the wall or once the efficiency has been factored in? I figured review sites would have factored the efficiency in.

yeh id also take a second look at that, i think it will be close to maxing out the power supply at some intensive applications
 
You'll have more concrete data when the 4870X2 actually launches. Until then, I'd err on the side of caution and say no. At best, that PSU is cutting it fairly close, depending on your other hardware.
