Will a chip get worse by undervolting?

I have an AGOIA Y 1600XP+ from newegg but right now my temps are too high so I'm scared of overclocking. At default voltage on an epox 8k3ae with Golden Gate 40 from SVC i'm getting about 67C load temps =(. So, I was thinking about just undervolting the chip until I get a better HSF solution. Will undervolting cause any damage to the chip like maybe make it a worse overclocker in the future? Thanks
 
Hmm, I seem to be getting about 4 fps less in the botmatch category for unreal tournament 2003 by undervolting and a few hundred points less in 3dmark2001. Is this normal?? Does voltage affect performance?
 
Is there a thermal pad on the heatsink?

What are you using for thermal goo?

What do you have for case cooling?

I am a golden orb knock-off on my 1600+, using the white thermal goo that came with it, and I get like 51c load. I have a 120mm delta in the back doing exhaust.

I ran out of ASII and plan on ordering more, along with a thermalright sk7. I plan on attatching this extra 80mm delta to it😛
