Will a Bad CPU Cause a Computer to Not Boot?

I think I have a bad motherboard but I'm not sure. I just got it rmaed. Before, the computer would start for a couple seconds and then shut down. With the new motherboard, the computer won't even start at all. I thought it might have been a bad cpu, but a tech I just spoke sad that a motherboard should power up even with a bad cpu. He was extremely certain. I've tried different power supplies with no luck. The tech says that if the motherboard doesn't even start up that it's either the PSU or motherboard. I'm fairly confident that it's not the psu, so is it a bad mother board then?
 
its an ugly process of elimination for you now. most parts of a computer going bad can cause it not to boot. you have a second donor pc? cpu/ram/video/mb ....
 
Need more information, please list your full system specs. Was it working before, and then stopped working? Did you try booting with the bare minumums? 1 stick of ram, cpu + heatsink/fan and video card with everything else disconnected?

The first motherboard (before it was RMAed) was working for about 7 months without any problems. Then the computer would start shutting down randomly. After that, it seemed like the computer would shut down after shorter and shorter lengths of time. Eventually it got to the point where it would turn on for less than a second and then turn off. I tried different power supplies, taking the motherboard out of the case and putting it on cardboard, running the system with only the video card, memory and processor. With the second motherboard, I can't get any power to the motherboard. I've taken out everything (processor, memory, video card), and jumped the power pins on the motherboard, but I can't get any response from it.
 
since you already tried diff psu, the only way to get to the bottom of this is to try diff mobo with these components
i seriously doubt bad amd cpu unless pin is bent uder or broken - if bad should give cpu not installed message
maybe you got reset and turnon plugs on wrong pins or reveresed polarity
sometimes, to boot, cpu fan must be plugged into mobo cpu marked fan pins and must be non variable type - so a dif fan might also be tried here
 
While the motherboard was at epox, I noticed that once of the pins was bent maybe 5 degrees (very little). Once I put it back in the mobo, it seemed to straighten it out because I can't find the bent pin anymore. Could that have caused this problem?
 
my 2500 barton did exactly the same thing......my bet is a dead cpu....it did exactly the same as your system.....eventually not powering up at all......no fans, nuthin....replaced it and its worked like a charm....then i upgraded to a 64🙂
 
In spite of the tech's pronouncements, even a CPU that is in need of reseating can cause a system not to boot or even power up.
