Will a 1700+ cpu seem dead if it won't overclock to 1833MHz?

Just built a pc and it seemed dead so I swapped out the 1700+ cpu for another 1700+ and it worked find. However, I noticed it had booted at 1833MHz. Apparently, the last build using that mobo had the fsb set to 166. Now I'm wondering if the first 1700+ seemed dead cause it couldn't do 166.
By dead I mean, no beeps, no screen, nada. Just spinning fans and hdd.

I'm trying to believe the "dead" cpu is actually alive... it just can't overclock that high.

That would be the case, I have an old 1700+ Palomino and it wouldn't boot at anything over a 155MHz FSB. I even had to clear the CMOS to get it to boot because it was trying to boot in at the FSB it could not do and nothing would happen at all. Either lower the FSB back down to 133 with the CPU that can run at that FSB or reset your CMOS. If it still doesn't run then the CPU is indeed most likely dead.

That is exactly how it would act.

I recently plugged and old duron 600 into a motherboard I had been running a 133FSB AXP in. For whatever reason, the board was trying to run at 7.5x133 (1000MHz) even after clearing the BIOS. I experienced exactly the symptoms of a dead processor. If I put the processor and heatsink in the freezer overnight, I could get it to boot to the BIOS screen, but it wouldn't remain stable long enough to adjust BIOS settings. I had to disassemble one of my other computers and pull out a processor so I could set the BIOS settings to something that would work with the Duron, now it works great.

So it definitely is possible that your 1700+ is alive.
