Will 4g data plans be mandatory on 4g phones on Verizon?

I was looking at Verizon's 4g pricing and it's definitely not worth an extra $20/month for me especially when its capped at 5gb. Does anyone know if you will forced to upgrade to a 4g plan if you buy a 4g capable phone on Verizon?

Edit: It appears those prices are for mobile broadband and that they haven't announced smartphone plans prices yet.

We probably won't know until a week or so before the 4G phones actually launch. Plus, I think Verizon wants to see the pending results of that class action lawsuit against Sprint for forcing the 'Premium Data Plans' on users that got no WiMAX coverage.
