Wiggly lines on new monitor, help!

I just purchased an Envision 17" CRT Flatscreen monitor and I'm noticing wiggly lines on my screen. They look like they're moving vertically and are most noticable on the edges of the screen. In fact all the vertical lines seem a bit wiggly to me, but they look like they're moving on the edges. The video card is a 3dfx Voodoo 3 and I'm using the latest drivers under Win XP.

The desktop is in 1024x768 32 bit mode. When I change the resolution to 800x600 the wiggly lines go away. But I want to run it in 1024 mode. I've also tried changing the refresh rate, this doesn't help any. Any suggestions? The cable seems fine (new). Could it just be a bad monitor?
