What they are doing so? I guess for the same reason the Wireless manufacturer advertise 300feet indoor 1200feet outdoor, as the range of their Entry Level Hardware, without disclosing under what circumstances this was measured.

As far as I can understand (and without judging whether it is good for us or bad for us).

Google is an in process of offering their own Public WIFI hot spots.

They started in the San Francisco area, which is why the page in you link is mentioning numerous of time that it is tested in the San Francisco area.

What this client does?

Your internet traffic will be encrypted and would use Goggle?s servers to go to the Internet, and then encrypted back to be sent to you.

Using this Client Google would serve as your "None Anonymous" secure proxy server.
