Wierdest Counter-Strike problem ever??

Long story -

3 weeks ago my motherboard shorted out and a small fire started inside the pc. This tiny fire fried the following - Mobo, RAM, Vid, Sound, Nic card. I took my pc into the store and they replaced everything for free with small upgrades even though it was about 2 years old and I built the pc myself.

This is what I had before -

AMD - T-Bird 900
Geforece2 MX200 32meg
Turtle Beach Santa Cruz sound
Dell NIC
512 RAM

This is what is was replaced with - ( free remember )
AMD - Athlon 1.0
Geforce2 MX400 64meg
Pine Audio 5.1 sound ( I'm an a3d whore and it's a Vortex2 chipset )
Dell NIC
512 RAM

So pretty much the same system I had before with a small upgrade.

Now I just dropped off my burnt pc with them and came back and it was all installed. My hard drives were fine. I have a 40gig and a 15gig. At the time i had a duel boot 98/XP. They installed drivers on the XP side but did nothing on the 98 side. When i got it home i booted into XP, installed Counter-Strike and tried to play. FPS was locked at 60,even though i had my refresh rate on my monitor at 100, so i installed a refresh lock program. This brought my FPS up to 99 where they were before with the old video card, but CS would crash very randomly. Sometimes 5 mins into it, sometimes 30secs in. So I installed a few fans in the PC the cool things off a bit. Still this happened.

So, seeing as I got all that new hardware and I still hadn't formatted I figured I should do that. I wiped the 98 drive and used it to back up files from the XP drive and i formatted and reinstalled XP-Pro clean. It's an OEM version of XP-Pro. I installed DirectX9, my sound and vid drivers ( the latest ), and went to play. With my monitor at a refresh rate of 100mhz ( Sony Trintron Multiscan 400PS ) I joined a server where you start in spectate mode. FPS said 99 steady. Come time to play, and this is where it gets weird, I was moving in very slow motion, everyone around me was running around just fane and at normal speeds, but if anyone has every toyed with gravity in cs or hl server thats what it felt like was happening to me. but not anyone else. people in every server were all laughing at me and said it looked to them like I was in slow motion too. Now to fix this I though it was sometihng inside my config. I removed all configs and joined a server. This should create default cofigs for you, which it did, but I was still moving very slow. So I started from scratch, I delted the sierra folder and all instances of it from my had drive, reinstalled cs, used default configs and still, I was in slow motion.

P*ssed off now, I format my XP drive, try different vid card drivers, WQHL certs,directx9 again, installed cs, patched and played. Well now it's working, so I placed in configs, tested, still worked, so I installed a3d drivers, tested and it still worked. Ok, I'm happy now, I played for a good 3 hours. I leave the server. I sit and watch CNN for a bit. I go to play again and guess what? I once again move a 1/5 the speed as everyone else.

I'm lost and confused and I've pretty much baffeled everyone I play with as to what it could be. If you took the time to read this far I'd be greatful for any input you can think of. Thanks.

 
it's death match i play but i said cs because more people play it. aghl forever.

New update to this, VIA 4in1 drivers seem to have worked. I can now play normal in software mode and in D3D, with 99FPS. but now gives me a runtime error when i try to use openGL mode.

And my monitor refresh rate is locked at 144, i would like it back down to 100mhz

Reinstall video drivers.
 
Random crashes... Check heat. Heat was a problem in CS for me when I was using a PIII 733mhz a few years ago. Volcano 5 (omg, the loudest cpu fan every i think, but i didnt research 🙂) fixed that right up.
