Wierd Windows errors

I have new problem, my video card seems to blown, whenever I run an accelerated app (even .mpg, .avi) I get screwed up images, Also my mouse pointer has a vertical black line next to it. I changed the default cursor but when it changes (hyperlink etc) the line comes back and stays in place when the pointer returns to default. is this a video card problem or is it something else?
 
is your vid card oced? or maybe its running to hot, try running your res a little lower.

try a lower res, try new/old drivers, try reseating your card, try moving it to another slot, thry a different card.

Are you actually getting Windows errors, or are you just having problems with video? I have an Xpert98 and an Xpert128 ( both APG ) sitting in their boxes in a corner in my puter room. Never could get them to work with 98SE and any motherboard. I however had just about every kind of error Windows could produce, from registry to to vxd.... I went out and picked up a Voodoo 3 and life has been wonderful since.
 
It have had this card for 2 years. My power supply fan was squeaking, so the other day I shut down my machine opened it up and cleaned it out (Stopped the squeak). Since I put it back togehter though, I have had these wierd errors. My Voodoo PCI cards work fine, my AGP card still performs the same speed-wise, but I get green vertical stripes in Mpegs, DirectX games, and black stripes in .mov files, I also have the mouse pointer error I mentioned earlier. I have tried changing the res., refresh rates, drivers and software acceleration levels, and all I can achieve is in lower acceleration levels the mpegs play fine, but nothing else does.
I am contemplating picking up a GeForce MX to hold me over until I can afford a new system (In about 6 months). Could it be a Win98 bug, or have I (as I fear) blown something with a static discharge when I had my system apart.
