Wierd PS2 dvd playback problem

this happens with original or backed up dvds. if I bring up the ps2 dvd menu and leave it up on the screen the dvd plays smoothly, if i take the menu away the dvd stutters and in the top right hand corner the words play and pause keep flashing back and forth constantly. Games play fine and i have cleaned the laser lens already as instructed by sony. any ideas?

also my ps2 is not modded in any way
