Wierd problem

I have a 1300 athlon running on a asus a7v226-e motherboard with a asus 8200 Geforce3 videocard. I'm running on windows 98. While booting up, the screen is garbled as if rolling quickly. I tried reinstalling window, the nvidia drivers, the monitor drivers, the 4-1 drivers. Nothing works! I can't have access to my bios!!! Any idea on how to solve???

Not being able to acces the Bios has something do with the video card.
First off all, make sure its not a defect.
Next, check your voltage.

Another thing: the refresh rate(checked on the hardware screen menu) while booting is 30 horizontal and 70 vertical. Are those values normal?
