Are you running the latest version of IE? or you may just have to reinstall it...could just be a corrupted file..
 
Yes, re-installing should fix it, you could go to Add/Remove programs and click on Internet Explorer and then Repair
 
Do you have the latest drivers for your modem? You can also try reinstalling Windows, or just IE. Scan your computer for viruses or even trojans.
