Wierd Problem with RDP in server 2003

I have a shuttle xpc box running windows server 2003 enterprise. I plan on having these computers running only with a network connection so I can RDP into them when I need to alter something. The problem is once packets stop going to the NIC card it stops accepting my RDP request. I have all the power settings set to never shut anything off in the computer including disabling the screen saver and hibernation. I also have the NIC set so windows wont shut it off to save power. The only way I can get it to work is manually connect my screen to the computer and open a program that accesses the internet (i.e. send packets over my network like firefox) any ideas anyone.
