Specs:

Win2000, SP3, IE v6.

I just got a customer on the phone who was having the following problem and it completely stumped me:

Whenever i try to access a router interface at http://192.168.1.254 it changes the address to C:\winnt\uzjtooglo.htm#http://192.168.1.254 and give the standard "Page cannot be displayed" error page. No google results anywhere, no info at MSKB. No new software isntalled on their computer since problems tarted happening.

File doesn't seem to exist at C:\winnt\ through the Explorer Shell or through a non-win shell (*nix type like bash) Anyone have any ideas? This is very wierd.

It is quite peculiar:)
it changes the address to C:\winnt\uzjtooglo.htm#http://192.168.1.254 and give the standard "Page cannot be displayed" error page
You were saying that you could not find the file uzjtooglo.htm in c:\winnt, yet the error that is returned is not 404 (file not found), so it is either there and your client is full of sh.... or he/she reported a wrong error message and, therefore full of sh... :D
Also, in the windows setup this file is specified to handle a standard error one of which could be: page cannot be displayed is caused by "cannot connect to server or dns record not found"
You have to get some more information on what exectly the error is beside the point that it prevents a page from being displayed.
Let's assume it happens to be the "cannot find server or dns record...." crap, make sure that this person's pc is infect sitting on 192.168.1 subnet. If not, he/she could try to get to the router until they die, but wouldn't get far :)
make sure they open cmd and type "route print". If there is no routing leading to 192.168.1.254, they need to fix that problem. Perhaps by specifying the default gateway in the tcpip properties of the "networking" or adding some resistent routing to the routing table on their pc. But first thig first, find out more and post here or pm me, i'll be happy to help if i can.
Good luck!
