Wierd problem, cant get into hotmail

Cant quite figure this one out, just moved and have been unable to get into my hotmail for the past few days, any ideas if there is a setting or issue with my dsl provider that I should look into? Stalls out while logging in
 
You might have a cypher strength issue or some other issue with secure web sites.

Click on Help
About Internet Explorer
Make sure it reads 128-bit. If not, upgrade.

Try resetting your browser settings and making sure you delete all cookies.

Click on Tools.
Internet Options.
Advanced
Reset Web Settings

And for cookies, just search for "Cookies" and delete everything in that folder except index.dat (you won't be able to)
 
how are you trying to access hotmail via the web or via messenger? and what browser are you using, and what kind of connection do you have, also do you have any kind of firewalls?
