wierd graphics problems

i've been having some strange graphics problems lately .. here's a screenshot (pg13 😛) .. this just started like 2 days ago.. i figured widows had gone south for some reason and reinstalled, but it's happening again ..

the only recent changes ive done aside from reinstalling windows is uninstalling my coasterblaster 8x4x32 and installing a liteon 40x12x48 ..

pretty much everything is overclocked, but it has been for over a year without incident.. aside from the graphics problems nothing else seems wrong.. no crashes or anything, but before i reinstalled windows, the splash screen was very corrupted looking, in the same way every time, even after leaving it off for 20 minutes and reseating the video card.. windows wouldn't boot past this point. it's xp, too.

athlon 1200 @ 1333 (133 * 10, 1.825v)
abit kt7a
512mb micron pc133 (2x256)
asus v7100 gf2mx, 200mhz core/200mhz memory (now at 175mhz core (default) and 166mhz memory (default), didn't seem to help much)
maxtor 80gb 7200rpm, primary master, maxtor 30gb 5400rpm, primary slave..
liteon 40x12x48x, secondary master, creative 52x, secondary slave

i've got plenty of cooling (front intake & aft exhaust 80mms, coolermaster hsf, as2..)

if theres anything else you need to know, ask... is there anything specific i should look at? i'd imagine its a graphics problem, but i've clocked the card back down and its still happening ..
 
From the look of the display, I would have to guess it is a Video Ram problem.

I had a similiar problem with a Voodoo 3 2000 card (scrambled all the characters onscreen).
