Wierd boot up problem

Hey all, I got a wierd situation here. Whenever I shut down my computer all the way and start it up again, it would load WinXP for a second without freezing, I cant get into the OS at all. But when I restart and boot with the BIOS's "fail-safe" settings it gets into windows fine, then all i have to do is RESTART (not shut down) and then just redo all my old BIOS settings and then it would get into windows fine.
