Wierd behavior or not?

If you know anything about this please help me out. I am about done building my new machine. Well, anyway I started it up just to make sure everything was working like I have always done before I finish. I shut it down and when I went to restart it it would flash on and off and on and off and would not stop until I shut off power. It would continue to do this until I reset cmos. I tried again and it did it again. If you are familiar with this problem or if there even is a problem let me know. Thanks.

okay, disconnect the power to all hdd, floppy and optical drives. leave only 1 stick of ram in, remove the soundcard, capture card. then make sure the 24 pin main and 4pin 12v rail are plugged in properly to the motherboard, and the proper power cable is plugged into the video card.

check the voltage specs for all the componets (mainly CPU and Ram) If those volts are way off, it will make the system act funny.

I used to get BSOD's from hell then i found out that my ram needed more power and adjusted it and has worked like a champ!

Possibly a bad PS too........but the tester will find that out.......... :)

Actually after playing some more I think it is just the bios telling me it does not like to function without an os installed. I have now installed the os and it does not do this anymore. It has been stable for 24 hours.
