WIA not starting...stuck on 'Starting' for up to 15 mins

WIA= Windows Imaging Acquistion

Just did a complete reinstall of my OS due to new hardware (Gigabyte GA-MA790XT-UD4P, Phenom 720, and a 4890)...now WIA just sits at 'Starting' for a long long time.

I have read google on this, but none of the solutions help.

Going to Windows 7 RC 64 bit to see if it's going to help.
