Why would the core speed and memory speed show up as WAY slower than spec'ed?

This is pissing me off.
I bought a FIC Radeon 9600XT 256 card and sent it back. (Long story) The speeds showed up as being 398 (Core) and 200 (Memory).

They sent me a replacement, and this one shows up as having the same speeds.

It SHOULD be 500 (Core) and 600 (Memory)

Rage3D shows it as WAY slower than it's supposed to be. :(

Just to make SURE the reading where correct, I un installed Rage and installed powerstrip, it gives me the same readings....

3d mark 03 can tell you what speeds the card is too, if u go on details in the system bit when it loads....if that shows the same readings, then thats 3 sources id jus send the card back and ask for a refund

as far as i know, radeons dont do any kind of clock throttling for switching between 2D and 3D...why not just try clocking it to its rated speeds using powerstrip or whatever

Programs giving wrong speeds. None of the FIC 9600's have those speeds. 400/400 lowest end 9600 is 325/400 high end 500/600. Unless you got an older model because all are also 128mb cards no 256mb ones on the website.

You know I'm getting the same issue w/ my evga 6800nu. When I load RivaTuner and enable OC'ing (this is before I enable masked hardware) it detected these rediculously low threshholds of like 200Mhz core and 300Mhz memory when I know for a fact this card easily runs at 785Mhz core and 9000Mhz mem. The defult should be 325Mhz and 700Mhz. I think RT intitially detected the specs of the card wrong and reprogrammed my damn registry with those values so no matter what I do until I figure where the hell those entries are it's going to be stuck at those settings. There is a work around, its a value in RT's power user settings called disablevidcardtest or seomthing like that. I have that enabled and now can at whatever speeds I want to but it's still irritating that I can't fix the values it has chosen for my card.

Another thing that is very strange.

ATI control panel will only allow me to run my refresh rate @ 60 MHz. where as with my old Radeon 8500 I could run it at 85 or above.

If I try and run it at anything above 60 I get crap like this which is why I sent the first video card back.

Have you tried "overclocking" your card to stock speeds? If so, any problems? (THere shouldnt be).

BTW, that problem you get in that fps game is odd. Looks like what would happen on my old P166 after playing for 2 hrs+. Perhaps its an overheating issue?

It does that at "Stock" speeds.

I tried OCing it to close to what the speed SHOULD be and it hosed EVERYTHING.

I just manually edited the Reg. and removed anything remotely associated with ATI, then ran driver cleaner and installed a older driver. I'll see what THIS does I guess...

1. Use Everest (AIDA32) or Rivatuner for getting the speeds. I've never had either app show them wrong.
2. A 256MB card will likely not have 600MHz (300) RAM, but it should show up as having about a 500MHz core.

Good luck.

Mental note: avoid FIC, stick to other brands.

Well I tried overclocking it to 495 (core) and 265 (memory) VPU just kept resetting the video over and over until finally the whole computer locked up, or the monitor shut down completely.
Eventually I had to start in safe mode and un install powerstrip to even get the computer to run.

I think this P.O.S. is going back and this time I'm asking for a refund instead of a replacement.

I have tried EVERYTHING short of a complete re install...
