Why would my PC turn on AFTER a power outage?

I am sure the PC was turned off....the power went out....when it came back on the PC booted up.

Is it a setting in the bios?

Yes. There should be a AC restart option in the BIOS so that when it detects power after not being plugged in, to turn on.
 
I checked my bios and the setting for this were disabled.

I wonder if it could be my network setup? When I disconnect then reconnect the network cable from my PC card the machine starts up...
