Why would my DVI display "slowdown" while using Horizontal Stretch mode w/ Dual LCD's?

I have twin Dell 1703fp's, one via DVI, one Analog...

Vid Card is a Ati Radeon 9700np

When i use the monitors in extended desktop mode, they both seem fine, however when i switch to the new horizontal stretch mode my DVI lcd seems to slow down considerably. My mouse movement is noticably jerkier, dragging items on the screen shows major slowdown. It almost seems as if my LCD's refresh rate was dropped to 40hz. However checking the refresh rate in both modes (Extended desktop &amp; Horizontal Stretch), both LCD's stay at 60hz.

What would cause this?
