Why would multiplier jump between 12x and 14x??

I am working on a new build for my friend and here is the setup

intel Pentium D 915
Abit IB9 mobo,
OCZ DDR@ 800 XTC
TT 550 TR2 PSU
7600GT 512MB

working on the OC

FSB set to 243 try to get to 3.4Ghz, Strap set to 1066, CPURAM=1:1, speedstep disabled.

Everything seem fine but CPU-Z show the multiplierswitching between 12 to 14 like every 40-60 seonds....(the Speed change in CPUZ too)...........

Windows XP system properties show the right Speed all times when it is loaded at lower speed was shown in CPUZ.

Need some help figure out what is the problme there, the multiplier does the same thing at stock speed also

How are your temperatures?

at load? if your 45c at idle odds are you are throttling at load causing the multiplier decrease.

turn off speed step

EDIT my bad you did turn it off

make sure your power management settings in windows are set right

Solution found - disable C1E Function will stop that.
