Why would any city want to host the Summer Olympics?

The host city almost always ends up in debt. And after the Olympics are over, no one remembers anything about the host city. I dont' see any upside.

Mainly for the mayor's (and the people involved) own legacy and sense of accomplishment. The Olympics, aside from LA, has never been an economic boon for the host city.
