Why would a USB device uninstall itself when system is turned off, then on ?

After alot of work I finally got my Canon 1250 scanner installed and working.
I followed the instructions from Canon.com and used the newest driver.
The next day when I turned my system on IT WAS GONE ! It did'nt work and
was not found in device manager , or control panel - under scanners.

My printer must be deleted and installed daily to print. ( Epson 870 )
I have used Epson.com instructions, newest driver, etc, etc ,etc
and advice from two forums. (to many tips - advice to list here )

I found a stray printer driver download (which I had missed earlier )
when i deleted that one and did a fresh install my printer worked for about
3 days ( turn off and on cycles )

So I thought I would get the scanner going so I could be a Hi Tech Redneck
Well both worked fine untill I turned the system back on today
Now the scanner is missing and my printer forgot how to work

The printer worked perfect on an my old WinME system
Didn't get the scanner until I got XP

Wow... I really once enjoyed my computer..... now it seems like Mission impossible

At this point I might even try buying a........ Dell..........? ! # *X @ % $
