Why won't Outlook 2000 close?

I use Outlook 2K as my email and scheduler program in win 98SE. about a month ago It started not closing fully when I try to close it. it closes but continues to run in the background. the only way to fully close it is to use ctrl-alt-del (several times) it seems like this is some "improvement" from MS so you can still receive email when it's closed. is there a way to disable it so when I close my program it closes fully.
I've tried repairing it. I want to avoid uninstalling and doing a clean install if possible.

Is Outlook attempting to finish some task when you exit such as emptying Deleted Items? Most likely, it is getting 'stuck' in trying to complete trash-emptying/archiving/etc. and will probably end completely once they are done, unless outlook.exe is waiting for some type of user input (even an <enter>) even though the gui isn't available.

it's not stuck, it's like it is running in the background. if I watch my system tray it will still download my email. and if I click my outlook icon it opens up again almost instantly.
really annoying
