Why won't my RAM run at 3-3-3???

I recently tried to change my RAM settings to 3-3-3 from the current 2-2-2. When I attempt to reboot it hangs up and tells me it can't find/load NTKERN. When I change it back to 2-2-2 it boots fine. What could be causing this and what is NTKERN? My system has a BX133 mobo with a new Celeron II 800, 384 megs of ram and win98se.

Your RAM should do 3-3-3 if it can do 2-2-2, but why would u want it running at CAS 3? Lower number is better/faster.
