Why won't compatibility mode work in Vista?

Trying to install Fallout 1, though this happens with anything I try to open with compat mode on. I've tried every compatibility mode. When I start the program the busy icon starts then stops and nothing happens. I have to manually close the program with task manager even though it never started, it just sits idle in the list of programs. Any ideas?
 
Pretty sure fallout 1 is 16 bit game so no native 16 bit support in Vista x64,you have to use something like DOSBox.

It's not just Fallout, any program I try to run with compatibility fails to start.

Depends on the game as some only need "run as admin" others both xp compatibility mode and admin.

Did you install latest DX9.0c for your newer games, latest DX 9.0c March 2009. .All drivers updated?

Its possible it could be the copy protection on the CD too ie Starforce protected games need latest Starforce drivers installed for Vista ,info here..Remember you have various types of copy protection on games TAGES,SecuRom etc..

Anyway without more info on games/hardware in question we can only guess.
