Why wn't PC shut off?

hi folks,

finished the build in my sig. about two weeks ago...when i shut down Windows 7, the O/S shuts down, my monitor power light begins blinking, meaning that the graphics card has powered off, but the system itself does not power down.

the fans, CPU temp monitor, keep alive LED's, everything continues to run. I have to do the 5 second power switch hold to shut everything off.

I have avoided updating my MOBO BIOS until I posted this question. Operationally, everything runs great, and I always heard never to update your BIOS unless you are having issues as it could introduce new ones.

any clue why this might be happening? I have never experienced this in the numerous builds I have done over the years...

It used to happen on XP when Wake on LAN was enabled on BIOS.
Not exactly stay on, but would go off and on immediately. Maybe it's worth a try to disable it and see.
 
Update bios as this could be an issue with this board. Once that's done and if It didn't fix it come back and we'll go from there.

I am going to try post #1 and modify the BIOS. there are a couple of "wake on" options enabled that I will play with.

if it does not work, then I will try the BIOS update...
