Blame the gub'ment.

In 1994, Congress would reject Grumman proposals to the Navy to upgrade the Tomcat beyond the D model (such as the Super Tomcat 21, the cheaper QuickStrike version, and the more advanced Attack Super Tomcat 21).

Instead, the Navy elected to retire the F-14 and chose the F/A-18E/F Super Hornet to fill the roles of fleet defense and strike formerly filled by the F-14.

Money. There were some modest upgrades to allow the F-14 to drop laser-guided bombs, but it was a platform that they didn't want to sink that much money into. It was an extremely cool plane but also very expensive to buy and maintain. The F/A-18 isn't as bad-ass, but it's easier to maintain and has a higher mission-capable rate than the F-14 ever did.

F15 Eagles to Strike Eagles
The Tomcat was upgraded, just like the F-15, to add a ground attack capability. These were nicknamed BombCats.

F18 Hornets to Super Hornets
The Super Hornet was not an upgraded F-18. As per Wiki:
"Despite its designation, it is not an upgrade of the F/A-18 Hornet, but rather, a new, larger airframe utilizing the design concepts of the Hornet"

Maybe cuz we got nukes for China/Russia and don't really need anything better than the current jets to deal with stone age muslim groups.
