It's so they can scan it in and paste it onto a bunch of documents so it looks like you signed them. Things like "I choose to decline health insurance" and "I am requesting working hours of midnight to 11 AM, with three one-hour breaks".

Not really. I have no idea what useful purpose that could serve at an interview.

That seems a bit intrusive. Is this a security job/company, or what?

They've stated that it's a standard procedure, so don't ask why they do it! Hehe.... Well, really, I couldn't tell why they have such procedure, unless I knew what job it was. Is it bank related? Would you have direct access to cash, checks, ummm...? :-/ It would seem to me that they are concerned about forgery.
