Phones right now are designed to function even when running hot. I have no doubt the major phone OEMs will compromise the devices ability to run passive with a fan in the design, which will result in more dead phones. The fan will ingest every last tiny piece of lint and hair in a users pocket and will choke. The the SoC will overheat and eventually let the magic smoke out.
Phones must stay with passive cooling for a multitude of reasons.

My Galaxy S6 throttles extremely bad under pretty much any type of load and becomes hot to the touch. Its about as snappy as a 2012 HTX One X most of the time with or without battery saving mode on.

I've seen lots of people complain about heat and throttling in phones. They might not specifically ask for active fan-based cooling, they just demand a solution without caring about the specifics.
I agree with zaza, overall. Though there might be an alternative solution to active cooling, the heat throttling is a real issue, and the first manufacturer to fix it effectively will have the best high-performance phone at the time.
It's funny how things change, I remember before the nexus 4 people were laughing at the idea of heating being an issue in a phone. I also remember how people laughed at the active cooling fans used in the first Pentium CPU, as previous CPU were all passive cooled.

There isn't a lot of room for fans in phones. Companies already try to squeeze as much space out for other components and often compromise on things like battery capacity to do so.
