Why the heck does Win2000 DO that?

Whenever I install Windows2000, it wants to make sure there are a few megs of unallocated space on the HDD. Why? I just used my computer to allocate and format a 4120mb drive to NTFS. When I took it over to the other machine to install the OS, it forced me to erase the partition and redo it as 4112mb, leaving 8mb unused, exactly like it did to my HDD (8gb). WTF?
