Why some proxy servers don't work?

I tried googling this but wasn't finding specific answers. I was looking at various sites with lists of free proxy servers. I ended up trying more than one on one site and finally got one that worked.

Does anyone here know how that can happen? My only guess is they get a lot of traffic, get bogged down and get timed out when you try them.

I don't need a debate about the possible motivations of someone who uses a proxy server. It's just a general curiosity question.
 
I have tried numerios free proxy's and they are a crapchute. Some work some don't. Your best bet is a VPN. Just make sure that if you use a proxy or VPN and sign in to a sensitive site that you are using SSL. For Firefox I use an add-on called Cypherfox.
