Why so much CPU during IDLE?

I have worked on many systems, but this latest one is behaving like no other.
I flashed bios and upgraded firrmaware with latest versions.
I performed a clean install.
I installed only the latest drivers.
And during idle, System Monitor shows that my CPU is using anywhere from 25-70%.

So I tried with both Win98SE and WinMe, same problem.
And I removed all hardware except video card, made sure no programs were running
except systray and explorer and still the same.

Here is where it gets weirder:

WHEN YOU MOVE THE MOUSE RAPIDLY THE CPU USAGE GOES DOWN TO 0-2%.
Generall, a CPU idles at 0-5% and when you move the mouse, it kicks up 1-2%.
This computer is doing the opposite.

Lastly, I tried linux and it idles at 0-2%.

ANYONE EXPERIENCED THIS OR KNOW WTF?

Sounds like you have some default Windows stuff running in background. Sometimes there is stuff in the registry that still works even though you remove a program in Start. See what is checked when you go to START/RUN/MSCONFIG.
 
Yes, I've tried that already.

Either way, with nothing starting up or with everything starting up -- same situation.

Have you tried fixing your page file to a constant size . . . where min=max? Have you tried disabling your scheduler?
