Why should electoral votes count if not full voter turnout

No I am not discussing who I favor here but I think we can all agree that electoral vote is silly. One main quam I have is that it is based on population correct? Well I think it should reflect the actual voter turnout. Example... what is Florida turnout.. somewhere near 6 million? That equals 12 electoral votes as compared to 25. Just a rant, my 2 cents, IMHO, you get the idea...
