Ja Rule made "holla", like Sisqo made thongs. All he did is make a song that featured the word. He didn't invent it or make it popular, except in places where the only place they hear street slang is on MTV.

It was most probably holla. People use it the same way you'd say "Later!" when leaving....only it's usually louder.

It's sort of a greeting. You see someone you know, "HOLLA!"

Or you want to raise the excitement in the room, "HOLLA!"

Or you want someone to call you later, "HOLLA back at me Y0!"

It's all-purpose.
