Why Nvidia is one year later than Ati in PCI-Express?

Correct me if I am wrong. But doesn't Ati have the PCI-Express card showed last autumn in IDF2003?

And Nvidia just used AGP to PCI Express Bridge, Ati on the other hand designed a whole new structure last year.

Is that true?
 
What difference does it make? We the consumer don't have pci-e hardware yet anyway. But, think of it, nVidia would have most definately had pci-e a year ago, because they were developing it as well, they are designing this "bridge chip" but are also making ntive pci-e cards as well.
 
The bridge chip makes perfect sense to me. If we aren't saturating AGP 8X, how would a little speed hit from the bridge chip hurt?
