Why must the DMV be the most hellish spot on the planet?

I bought a car and transferred a tag. The tag transfer was rejected because my tag, even though valid was for some reason cancelled in the system.

The tax collector gave me a form to send to HQ for a refund since I'd have to pay full price on my new tag. I said ok, sent in the form that explained what happened and the form said PLEASE PRINT YOUR NAME AND ADDRESS HERE CLEARLY. THIS IS WHERE YOUR REFUND WILL BE SENT.

Sent that in, two weeks later I get a huge packet in the mail with all the paperwork I mailed them addressed to none other than some dude name Max Power. Everything in the envelope is addresed to Mr Power, and every peice of paperwork is mine.

I have to go BACK to the DMV and ask what the problem is. "Theres no problem Mr Power, your refund has been issued to your Miami Beach home."

"Dude. Miami beach is *points* 190 miles that way. How the hell did you get that and I AM NOT MAX POWER OR HOMER JAY SIMPSON!"

"Uh hold on."

After 20 minutes, they found out that the state DMV processed my refund, put the wrong name on it and sent it to the wrong address.

If someone tells you we need free healthcare, imagine a hospital run like the DMV.
