Why Must I Hold Power Button Down 30 Seconds On Laptop To Start Power

Does anyone know why the power button on my Dell Lattitude cpiA laptop 366mhz is taking about 30 seconds of holding it down before it starts the power on. The docking station power starts instantly but not the power button on the laptop.
 
What does the manual say? My laptop requires 30 seconds to turn it off - just a quick press to turn it on.
 
Same thing happens to my Dell Inspiron 4100.
It used to power on instantly but nowadays, it's taking more like 15 seconds or a few tries to power it on (battery or AC).

Try posting on the Dell forums.
