Why might the NSA prefer symmetric key encryption to public key encryption?

my best guess would be backdoor, but i dunno.

i guess a more realistic explanation is that it is easier to develop new symmetric key algorithms than it is to develop public key ones.

I'm no crypto expert, but to my very weak understanding on the whole symmetric key encryption gives you more "bang for your keylength buck" and usually is harder to crack given the same keylength
