I abided by this rule:

No DSS/DirecTV (H & HU) or DISH Network (S, Rom, etc.) cards, except when the card is a standard part of a complete, legal receiver system. This also includes hardware & software for enabling DSS/DISH emulation, which is not legal in the U.S.

I think the mod might have though the "unwinking" process is illegal. I'm not certain, but from the little I've heard about it, it isn't.

Nothing illegal about unwinking a reciever. I'll repost it without the unwinking part.
