why isn't the bandwidth cap just on off topic?

i'm not suggesting, i'm just wondering. is there a way the post rate could only be reduced on the off topic area? that the only area that is not about real problems but more of an area for ranting about how dirty toilets are, how much <movie> sucked, why can't i open airlines peanuts, why can't i set my VCR, where is batman when you need him and so on.
shouldn't the cap just be on the off topic area? it probably makes up half the posts at anandtech anyway.

I'm guessing that this would necessitate putting the off-topic forum on it's own server and then using load-balancing there. Not a terrible idea, but definitely an idea that would take some serious work to implement. As it is, the system works, at least as well as those in charge can expect it to.

or maybe not, what if there was just a waiting line to post new topics? sort of like how file planet works......but it would say you are #30 in line estimated time of 3 min or so.......not like fileplanet's "33000 in line, estimated time 25 hours"

you have played Dialbo2 right? when you try to make a game it puts you on wait .....just set it to a maximum amount of posts per minute somehow. like have pushing the reply, quote and new topic buttons put the user in a waiting line.

They could eliminate Off Topic altogether - but then we wouldn't have threads like "favorite cereal", "I made out with a GIRL...", "woohooo! yay I got my Vanilla Coke" or any of the hundreds of really useful threads that appear daily.
