Why is Windows Asking Me to Log on?

I dont know why its asking me...

i have windows xp pro, just reformatted....anyway, its not a traditional logon q. Its not on that blue windows screen.

It loads up, goes to a black screen, and then asks for my pass. i just push OK and it lets me on (w/o putting a pass in). then it loads windows like normal. how can i get rid of this? thanks

a quick google search revealed that. although i do not know how safe that is to use. someone correct me if im wrong about that
