Why is Ubuntu's version of Firefox broken, compared to Windows?

Whenever I have to reboot Linux (because Skype never seems to fail somehow during my login session), Firefox never seems to restore my tabs from last session. I have the proper option under General settings selected.

The home page it defaults to instead (Ubuntu Google start page), doesn't have any recovery choice near the bottom as an option either.

At least, the various Windows-based Firefox variants bring up a page with a bunch of checkboxes when it can't recover a session. The Ubuntu version doesn't even try.

This is basically making Ubuntu unusable for me.

Using Ubuntu 12.04 LTS pre-installed on an Asus 1007U netbook.
 
Well, I just tried rebooting again, and this time it worked, with just ATF. But when I have a screen-full of tabs, it never seems to work.
 
Works fine for me in all my distros.

After you made the edits to the settings, did you try clearing the cache off your Home directory? It might help.
