I have both Win98se and W2k. Under W2k, my TB idles at around 32C, but under Win98se it does it at around 42C. I've also tried several cpu cooling software, but it seemed not working at all. The idle temp stays at round 42C.
 
Maybe the IDLE programs don't work in 9x? That shouldn't be the case, but the reason win2k is lower is because of the auto_HLT command(built-in system idler).
