Why is this guy allowed on fleabay?

I don't know if they sell pirated stuff or not, but with statements like "we cannot guarantee the validity of CD keys" and things like that, I'd avoid a vendor like that. Definitely sounds shady, and 291 negative reviews in the past month doesn't do anything to help inspire confidence either.
 
Sucks that lots of people got negative feedback from this guy even though he was in the wrong over and over again.

Why should they? Why should a seller be forced to start an item at a certain price?
