As far as the attacks on the root servers, I wouldn't expect that to cause slowdowns.

Traffic doesn't actually flow through these servers, they are simply the end all be all of DNS. Normally DNS requests are handled by the ISP, so for most people even if the servers were all turned off simultaneously they wouldn't see a difference for a day or two.
