Why is the four mostly wrong on Watches with roman lettering?

It's mostly like I, II, III and IIII which is simply wrong. Why?

Did you know that in almost every single watch ad you see the time is ten to two? Is there a logical explanation? Yes, it's subliminal advertising of sorts; you see, with the hands set at ten to two, the watch appears to be smiling at you!
